I have re-configured the ICS according to the information provided by JAl for the input and output bits (23 & 24 respectively -- see below) but it does not work properly in that I can turn the lamp ON from the ICS control panel, but I can not turn the lamp OFF from the control panel. In fact the only way I could turn it off was to power cycle the LCU, even a reset/reboot without power cycle did not turn it off!
